Yeah, I got a similar impression from parts of it (there's also that thing of bizarre misspellings in dialogue that are apparently supposed to be phonetic but don't sound like any recognisable accent). Some of the satire I recognised and enjoyed, like the bits about hypocritical doers of good works, but at other times it very much seemed to have its own logic. An odd one!
